It is not approved for cats going to Japan. You must use a killed vaccine for any cats going to Japan. The EU however does accept Purevax Rabies. See this web site. http://www.maff.go.jp/aqs/english/qanda/dogcata.html#3-1

Merial vaccines unchanged. I do not know if they are sold in Japan, but even if it is more likely.
