It can not, if the tape is in poor condition. You can see another DVD player if the player is incorrect. Otherwise, try cleaning the heads on the drive with a cleaning cartridge, etc. If that fails, you get a good implementation of a bad band.
First clean with VHS Head Cleaner ... Sometimes it takes several visits vacuum to give the best quality VHS cassettes.
nah ..... can not be recorded as good as the original .....
